California’s residential fall-protection requirements changed in 2025, raising the bar for safer work on roofs and elevated residential projects. For contractors, roofers, framers, and site managers, the message is clear: fall protection and safe access must be planned before work begins.
The updated requirements apply to residential construction activities, including roofing and re-roofing work. They are designed to reduce exposure to fall hazards while giving crews a clearer framework for selecting appropriate protection and access methods.
What Changed?
Under California Title 8, Section 1731, employees performing residential roofing work on roof slopes from 0:12 through 7:12 must be protected from falls when the fall distance is six feet or more. Acceptable methods may include guardrails, personal fall-protection systems, scaffolding, or safety nets.
For roof slopes greater than 7:12, fall protection is required regardless of height.
California’s rules also place emphasis on worker training. Teams should understand hazards associated with roof access, ladders and scaffolds, gable ends, roof openings, material placement, and the proper use of fall-protection equipment.
Roof Access and Roof-Edge Protection Are Different
Safe roof access is an essential part of a fall-prevention plan, but access equipment alone does not replace required edge protection, guardrails, or personal fall-protection systems.
A complete jobsite plan should consider:

How workers will move between levels throughout the project

Where roof openings, skylights, edges, and gable ends require protection

How tools and materials will be moved without creating new hazards

Which fall-protection measures are required for the specific task and conditions
Section 1632 separately addresses the guarding of temporary floor, roof, and wall openings. Contractors should review all applicable requirements for their work scope before starting a project.
